Hi Can i just ask the blurb mentions it's 38 cm, what is that in relation to? This is suitable for an adult female?

38cm refers to the length of the seat tube. It is a small adult size roughly suitable for riders for riders from 4’10’’– 5’5’’ or 150-165cm
